Gambling Act 2005 - Statement of Principles (Pdf 137kb) The Gambling Act 2005 comprehensively modernises the law on gambling and gives responsibility for the licensing of gambling premises to Local Authorities; including Spelthorne Borough Council.  Borough Councils are also responsible for issuing permits for gaming machines The Gambling Act came into force on 1 September 2007.
