Description: The rules that apply to a debate by Council Members at the Council include some of the following: No speeches until the motion is seconded; Right to require motion in writing; Unless notice of the motion has already been given, the Mayor may require it to be written down and handed to the Chief Executive before it is discussed. Seconder's speech; When seconding a motion or amendment, a Member may reserve their speech until later in the debate. Content and length of speeches (No speech may exceed FIVE minutes), unless the approval of the Mayor is sought and in any case no speech to exceed TEN minutes.
