We need to produce a new plan for Spelthorne that makes provision for future development needs to 2018 taking account of current issues and concerns.  Our consultation document, “Spelthorne Development Plan - Options for the Future”, sets out draft objectives, describes the main issues and asks for views on options for the overall strategy of the plan. The new plan will also include proposals for specific sites where new development could take place.  Proposals will need to be consistent with the overall strategy of the plan, so for example, if the overall strategy includes promoting development in town centres then the plan should include proposals for developing town centre sites. This document sets out possible proposals for specific sites that could be included in the plan.  Sites have been identified from three sources:
a) Background studies carried out by the Council to investigate the issues the plan must address (The LDF publications list which includes links to relevant documents is available on this site.
b) Proposals the Council is considering on its own land
c) Proposals that have been put to us by, or on behalf of, private landowners.
We will not make a decision on whether to include any of the proposals as part of our “Preferred Options” for the plan (which is the next main stage in the plan process) until we have considered comments on them.  We must stress that the inclusion of a possible proposal site in this document does not necessarily mean that it has the Council’s support.    It is possible that other possible proposals may be identified before the plan is finalised. Any such proposals will be subject to consultation before they are incorporated into the plan. There are no proposals for building on the Green Belt in this document.  Developing on Green Belt land, other than for very specific open land uses is contrary to Government policy and changing established Green Belt boundaries can only be justified in exceptional circumstances.  The “Spelthorne Development Plan - Options for the Future” document draws on housing and employment studies to conclude that Spelthorne can provide for its development needs without using Green Belt land.  Suggestions for proposals involving development of Green Belt land will be considered but we would expect any such proposal to be supported by a detailed justification demonstrating exceptional circumstances to justify why national Green Belt policy advice should not be followed and why the site concerned should be released for the development proposed. There is still time to suggest other possible proposals.  Please contact us if you have a site to put forward.  Any suggestions will be subject to public consultation and they would also need to be subjected to a sustainability appraisal to test their acceptability. Schedule of Potential Site Specific Proposals Introduction The schedule includes the address of the site, the source of the proposal (including whether it originates from a Council-study or a private developer or land owner), possible development options and an initial overview of potential issues.  A map of each site is available via the links below. Sites are generally only included if they exceed 0.4 hectares in area. Where sites are wholly or partly within the flood plain, any development will need to be subject to a detailed flood risk assessment to show it will not add to the risk from flooding.
