Public register
Integrated pollution prevention and contro (EU directive 96/61/EC) Local authorities and the Environment Agency regulate the reduction/prevention of emissions from industrial processes to air, water, and land. Processes must hold permits. The permit relates to the environmental performance of the plant – its main aims are to ensure that EU legislation is complied with and that the environment is protected to the highest possible standard. BATNEEC (Best available techniques not entailing excessive cost) The Environmental Protection Act (1990) states that BATNEEC must be used to minimise pollution resulting from all processes. This means that the most effective methods obtainable by the operator should be used (eg British Standards) regardless of whether the process was in existence before the legislation came into effect. The directive must be complied with by 31 October 2007. If after applying the BAT the emissions are still too high, the local authority may impose stricter conditions or even refuse the permit.  
LA-IPPC and LAPPC DEFRA has recently launched new guidance on how local authorities regulate pollution control. Local Authority Integrated Pollution Prevention and Control covers the environmental impact of  A2 installations.  These installations come under the scope of the IPPC directive, and have the potential to pollute more than one medium.  (The Environment Agency covers A1 installations) The LA-IPPC specifies the: - Local Authority Pollution Prevention and Control covers the environmental impact of Part B installations. These installations are subject to air only regulation. LAPPC will gradually replace the LAPPC (Local Air Pollution Prevention and Control) scheme which was introduced under the Environmental Protection Act (1990) and will be in effect fully by 2007. Types of processes in Spelthorne There are five Part A2 processes within the Borough. These are regulated by the Environment Agency. There are currently 32 Part B processes subject to local authority control within Spelthorne and no A1 processes Petrol stations There are 11 petrol stations with permits to operate within the borough:

Petrol Express PFS Stanwell, Riverside PFS Staines,
Shell PFS Staines, Tesco Ashford PFS, Tesco Sunbury PFS, TotalFinaElf PFS Ashford.
Vehicle resprayers There are three resprayers with permits to operate within the Borough:
     
Dairy Crest Fleet Services, Hanworth Road, Sunbury.
M&S Accident Repairs, Govett Avenue, Shepperton.
M&S Accident Repairs, Ashford Road, Ashford.
Bulk cement processors There are three bulk cement processes in the Borough


Tarmac Southern Ltd, Littleton Lane, Shepperton;
Cemex UK Materials Ltd, Stanwell Moor Road, Stanwell
Mobile crushing and screening There is one mobile crushing and screening process registered in the Borough:
  
Charles Morris Fertilisers, Long Lane, Stanwell.
Dry Cleaners There are 14 dry cleaners with permits to operate within the Borough:
       Peaches and Clean, Drive in Dry Cleaners,
Express Dry Cleaners, Shepperton Dry Cleaners, Crystal Cleaners, Thames Laundrette and Dry Cleaners,
The Dry Cleaning Centre (Ashford), Tudor Dry Cleaners,
Anitas Dry Cleaning, Valette Dry Cleaners,
Smart Dry Cleaners, Ace Dry Cleaners, Creases and Pleats, Barons.

Dry cleaners Dry cleaners now need to be permitted because of the changes caused by the European Solvent Emissions Directive which lead to the Solvent Emissions Regulations 2004. Any dry cleaner which hasn't put in a "duly made" application by 31 October 2006 could be prosecuted for operating without a permit. ("duly made" means all the necessary information and documents are provided.) All dry cleaners must be compliant with their permit conditions by 31 October 2007. Inspection and compliance monitoring All processes are to be inspected regularly by both the regulating body and the operator to ensure compliance.
Operator Monitoring Assessment is used to audit the quality and accuracy of the self-monitoring and suggest improvements.
Risk assessment for determining inspection frequency For all part B processes in Spelthorne, except petrol stations, dry cleaners, and vehicle resprayers, a risk assessment will be performed on a yearly basis to determine the frequency of inspection. The risk assessment comprises an environmental impact appraisal and an operator performance appraisal. Variations and permit reviews The regulator must be notified of any planned change* to the process, giving 14 days notice in writing, and including a full description of the proposed change. A form is available for this notification (please see the bottom of this page) (*Any alteration that may have an effect on the environment.) The regulator may vary the permit conditions without the operator’s request because the findings from a permit review indicate that: - Fees and charges The 2008-2009 Local Authority environmental regulation of industrial-plant fees and charges was produced by DEFRA in March 2008.
