Published 18.05.2011 16:55 The new Leader of the Conservative (majority) group on Spelthorne Council is Councillor Vivienne Leighton. Councillor Leighton, who represents Shepperton Town Ward, will be formally adopted as Council Leader at the annual general meeting to be held on 26 May. Having already been involved with the local community fund raising for the Riverside Arts Centre in Sunbury and as a local activist representing fellow residents following the 2003 Thames Valley floods, Councillor Leighton was first elected to the Council in 2003 and has held various senior posts in the administration during this period. She was Cabinet Member for Finance and Resources last year (2010-11) and also sits on the Licensing Committee, the Local Development Framework Working Party and the Members Development Steering Group. From 2005-2009 she had Cabinet responsibility for Adult and Elderly Services. In 2009/10 Councillor Leighton was a key member of the Council’s budget task group which looked at all areas of Council spending and put forward a number of savings’ proposals. She has many outside appointments and interests which include chairmanship of Spelthorne Neighbourhood Watch and a school governorship. Cllr Leighton was also deputy chairman of the Shepperton Regeneration Project which produced some much needed improvements to the village hall and main shopping area. She has been a Trustee for Hamhaugh Island, Shepperton, (where she has lived for 25 years) since 1998. During her custodianship, Councillor Leighton has been immensely proud of the new Benwell Centre and Mitchison Court, Sunbury which was formally opened earlier this year. It is a modern building with meeting and conference rooms, a restaurant for shared use with the community and accommodation for over 55s with care and/or mobility needs. Councillor Leighton had a career in banking – her last appointment was Business Manager in private banking at an American financial institution. She worked on her ACIB (Associate of Chartered Institute of Bankers) qualification in the evenings. Councillor Leighton is married and is a tennis and bridge player and a member of the Laudamus Chamber Choir. Councillor Leighton said: “I am, of course, delighted to have been elected to serve Spelthorne for the next four years. “John Packman is a tough act to follow and he is owed a huge debt of gratitude for his hard work and dedication to Spelthorne. Despite extremely challenging times, we have been able to keep the Council Tax frozen for two years and protected front-line services. “I have a very new and talented team and we intend to work together with public and private sector partners to continue delivering quality services to residents at the lowest cost. I am especially mindful of the needs of older people and the vulnerable of all ages in our community – many of whom have troubled lives. “I look forward to continuing to serve all the Borough’s residents in this exciting and challenging new role”.
