SummaryThis is about managing waste effectively and the Council is working with local businesses to try and resolve the problems around the site.
One of the main reasons for this situation is poor management of rubbish (some of it food) by businesses and also fly tipping. If fly tipping takes place on land where the owner is known, something can be done about it, otherwise it is more difficult to deal with. In addition, there is a lack of bin storage sites for many businesses in the area. We have already taken action to resolve this problem by giving advice to the land owners and business occupiers about managing their rubbish properly. We have also suggested that if businesses are having problems with rats then they should get in touch with a pest control contractor. We prefer to work with local businesses to overcome this issue, but if there continues to be a problem we can require the land owner, where the rubbish is building up, to clear it and keep it clear. We can also ask the land owner to treat the area for pests. We believe the rats are finding shelter in a row of bushes along a wall near Vue Cinema. We will be discussing how to treat this area with the landowner. Unfortunately, there are no obvious alternative locations where the bins can be kept. The important thing is that business occupiers properly manage their rubbish by keeping it in the wheelie bins and do not allow rubbish to spill onto the road. Site visits take place regularly and the situation is being monitored. We have made every effort to resolve this problem informally by talking to the local business occupiers and land owners. At the moment the area is being kept clear of rubbish on the ground, as witnessed on recent visits to the area. We will continue to monitor the situation and if it gets worse we may have to resort to using formal means, forcing the land owners to manage this area. Notes: Complaints about rats received by the Environmental Health department at Spelthorne Council have not changed much over the last two years: 201 in 2009/10 and 198 in 2010/11. This includes sightings of rats and people requesting pest treatment for rats. Spelthorne website

Small business rate relief recalculation
More than 500 small businesses in Spelthorne have been given an extended period of either not having to pay Business Rates or pay a reduced amount.  For the smallest businesses, 328 will have no Business Rates payable this year at all.  In addition a further 202 businesses will have partial relief on a sliding scale.
In cases where businesses have overpaid rates Spelthorne Council is providing them with the choice of receiving a refund or having a credit against next year's bill. The Council recognises the vital importance small and medium-sized businesses play in sustaining the economic prosperity of the Borough and is pleased that the Government has decided to extend the scheme of providing business rate relief to small businesses by a further year.  This will make sure that the Council can automatically grant relief to eligible businesses.  Councillor Colin Davis, Cabinet Member for Economic Development said "We are doing this as efficiently as possible for the benefit of the business community". NB This is a national scheme put in place by the government. Spelthorne Youth Theatre - 12 September 2011
