In 1998 Spelthorne Borough Council was the first District Council in England to respond to the Government's call to modernise local government by introducing a new way of working to streamline decision-making and focus on providing community leadership. Since then the arrangements have been reviewed and refined in the light of experience. Following the passing of the Local Government Act 2000, the Council consulted local residents in early 2001 about which of three possible working arrangements laid down by the Government Act it should adopt. After considering all the views put forward the Council decided to adopt the Leader and Cabinet model and this was implemented from 1st September 2001.
