| Description: | In 1998 Spelthorne Borough Council was the first District Council in England to respond to the Government's call to modernise local government by introducing a new way of working to streamline decision-making and focus on providing community leadership. Since then the arrangements have been reviewed and refined in the light of experience. Following the passing of the Local Government Act 2000, the Council consulted local residents in early 2001 about which of three possible working arrangements laid down by the Government Act it should adopt. After considering all the views put forward the Council decided to adopt the Leader and Cabinet model and this was implemented from 1st September 2001. A Leader and Deputy Leader of the Council and four other councillors are appointed annually by the Council to form the Executive. They are responsible for delivering the policies set by the Council as a whole and take most day-to-day decisions together. They make recommendations to the Council on major policies and the budget and council tax levels. Each councillor on the Executive, except the Leader of the Council (Councillor Gerry Ceaser), has a portfolio with responsibility for different aspects of the Council's activities. The portfolios allocated are Councillor Ted Culnane (Deputy Leader and Community Safety and Community Liaison), Councillor Mrs. Vivienne Leighton (Adult and Elderly Services), Councillor Gerry Forsbrey (Environment and Planning), Councillor Mrs. Denise Grant (Children and Young People Services) and Councillor Ed Searancke (Corporate Services). Executive meetings are held in the Goddard Room and start at 6.00pm. | ||||||||||
