Responsibility for managing different types of watercourses rests with either the Environment Agency, the Borough Council, private individuals, or in many cases a combination of the three.
Main rivers are managed by the Environment Agency but other watercourses, such as streams and ditches, are managed by Spelthorne Borough Council. Watercourses of this kind are important because during times of heavy rain they can act as channels, reducing the risk of flooding to houses or roads. If the watercourses are blocked their effectiveness can be greatly reduced leading to unpredictable flooding.
The watercourses also act as important habitats for wildlife and help enhance the biodiversity of the area.
An individual living next to any type of watercourse will have rights and responsibilities. The most important responsibility is to ensure that the flow of water is not prevented. If it is suspected that an individual is encroaching on or blocking or a watercourse the Council may take enforcement action requiring the channel to be cleared and maintained.
Spelthorne Borough Council will soon begin works on the most important watercourses which have recently been assessed for their contribution for flood risk, their value to wildlife and their current condition. Where appropriate, the Council will be writing to Individuals living next to a watercourse to ask them to ensure it is kept clear to help prevent flooding
