New parking policies and pricing

A number of changes to the way councils charge for parking penalties will comes into force on 31 March this year.

Among the changes will be splitting parking contraventions into two different types – higher and lower – to reflect the seriousness of the breach. For example, parking or loading in a restricted street will attract a higher penalty than parking in a meter bay after the expiry of paid for time.

Spelthorne, together with Surrey County Council will be implementing a £70 charge for the higher level and £50 at the lower level and both are discounted 50% if paid within 14 days.

Other changes include:

  • Decriminalised Parking Enforcement will now be called Civil Parking Enforcement and Parking Attendants will be called Civil Enforcement Officers
  • There will be powers to serve parking tickets by post with evidence – these will be subject to a 21-day discount
  • Parking tickets can also be sent by post when prevented from serving directly on the driver – for example if the driver moves away before the ticket can be served
  • Parking in front of dropped kerbs will be enforced in certain designated areas which will be clearly signed

Greater emphasis will be placed on photographic evidence obtained by Civic Enforcement Officers and CCTV as additional evidence of a breach.

Councillor Gerry Forsbrey, Portfolio Holder for Environment said: “The main thrust of this new legislation is the differential penalty system. This is to show clearly that some parking offences are more serious than others are and the penalty imposed will reflect that. There is also a discouragement to wheel clamp and remove vehicles except those of persistent offenders – where a vehicle is parked unlawfully, it should be removed rather than clamped.

“We will be monitoring the situation carefully and reviewing our parking policies regularly with interested parties.”
