Filthy and verminous

Some people find it difficult looking after themselves and their property. This may be for a number of reasons including alcohol and drug problems, mental health problems, old age or physical disability.

In some circumstances someone may have relied completely on their partner to cook and clean only for them to leave or pass away leaving them unable to cope.

All these issues can lead to a property becoming untidy and dirty but this would not be serious enough for Spelthorne Borough Council to become involved.

However, it may be appropriate for other organisations such as the Social Services department to become involved.

Should conditions deteriorate beyond this level and where public health becomes an issue then we will become involved.

When Environmental will get involved

Examples of this include where the presence of food waste leads to rat, mice and fly infestations or when urine and faeces are found in places outside of the toilet bowl.

We are normally notified of these situations by social services or housing association support officers but sometimes concerned neighbours or relatives contact us or the emergency services.

Once notified we will inspect the property to identify what can be done to rectify the situation including the following:

pest control measures
removal of contaminated carpets, furniture and wallpaper if cleansing is not appropriate
removal of decaying foodstuff
removal of faeces and urine
cleansing and disinfection of interior surfaces
painting of interior surfaces

A notice will then be served on the occupier or the owner under public health or environmental protection legislation requiring work to be carried out within a set timescale.

If the occupiers are unwilling or unable to arrange for this to happen we will arrange for contractors to come and quote and charge any costs back to the occupier or owner when the work has been completed.

We understand many people we deal with are vulnerable and we try to deal with them as sensitively as we can, offering help and advice where possible.
