What is a scrap metal dealer and when should they register?
Applications should be made before the business begins operating.
- If you operate a premises as a scrap metal store, or
- occupy a piece of land wholly or partly for the scrap metal business within Spelthorne but the store is outside of the Borough, or
- live in Spelthorne and operate a scrap metal store outside of the Borough.
then you need to register with Spelthorne Council's pollution control team.
No person may carry on the business of a scrap metal dealer unless they are registered to do so by their local council. A conviction of this offence will result in a fine of up to £1,000.
How do you make an application?
After downloading and completing the application form (Pdf 32kb), please send it to the Pollution Control team at Spelthorne Borough Council, Knowle Green, Staines, TW18 1XB or email it to us at pollution.control@spelthorne.gov.uk.
How long does the registration last?
Registration is valid for three years starting from the date that the entry is made in the Council's register. If a dealer wishes to continue their scrap metal activities, they must submit a valid application for the renewal of the registration to the local Council before cessation of the existing registration period.
It is an offence to operate after this period without making another licence application.
It is an offence to cease operations without notifying Spelthorne Council.
Is there a fee to register?
There is no charge for registration as a scrap metal dealer.
Scrap metal records
Every scrap metal dealer must keep, at each place occupied by him as a scrap metal store, a bound book containing the following information for every transaction carried out:
- details of scrap metal received at that place
- details of scrap metal processed at or dispatched from, that place

If your business/ activities involve cars and commercial vehicles, especially recovery of salvageable parts and/ or written-off vehicles, you may also need to register as a motor salvage operator under the Motor Salvage Operators regulations 2002.
