Agenda 21 began in the Earth Summit in Rio de Janeiro in 1992 to sustain our environment and save the planet and is to be implemented by cascading it to local authorities, hence the production of the Local Agenda 21. This set out how local authorities could work in partnership with their communities towards sustainable development. Accordingly, local authorities are encouraged to produce Local Agenda 21 plans to show how this would be done. The Local Agenda 21 strategy build on three principles for sustainable development: social, environmental and economical. It also puts down policy guidelines for land-use planning, transport, energy, biodiversity and waste, etc all of which aim to contribute to the move towards sustainable development at regional and local level. Spelthorne is moving ahead in forming and implementing its Local Agenda 21, which is based on culminating all our previous corporate strategies in one overarching approach to sustainability in the borough.
