Description: Other than offering advice, at the moment the RSPCA must wait until an animal is being cruelly treated before it can take any legal action against its owner. The government is proposing a new Animal Welfare Bill to overhaul the Protection of Animals Act 1911 - a law the RSPCA uses to bring about most of its prosecutions.
