	What is social exclusion? Social exclusion occurs when there are a range of problems affecting an area or group of people that can build up barriers to opportunities in life. These are caused by problems such as unemployment, discrimination, poor skills, low incomes, poor housing, high crime, ill health and family breakdown. Social exclusion can happen at birth and continue throughout a person's life due to being born into poverty or to parents with low skills. The Council has a Social Inclusion Strategy to help combat the factors causing social exclusion.
