  Comprehensive Performance Assessment
 
  In April 2004, Spelthorne Borough Council received an ‘Excellent’ rating from the Audit Commission as a result of its Comprehensive Performance Assessment.

Comprehensive Performance Assessments (CPAs) were introduced in 2002, as a result of the government’s White Paper ‘Strong Local Leadership – Quality Public Services’. It is an assessment programme that seeks to gauge how well councils are performing and identify areas within council's that need to be improved.

Assessments are done using analysis of performance indicators, Best Value review inspections and other performance information to determine the standard of core services. The Audit Commission carries out the Comprehensive Performance Assessment and gives each council an overall score of ‘excellent’, ‘good’, ‘fair’, ‘weak’ or ‘poor’.

Following its inspection of Spelthorne Council, The Audit Commission noted that ‘(t)he council is working to improve the well being of Spelthorne community…’ and provides ‘good services to local people.’
