	Welcome to the latest electronic newsletter.  If you have any questions or comments regarding the newsletter please e-mail sus at news@spelthorne.gov.uk News stories Eco Park for Charlton Lane application Surrey Future Jobs Fund Update from the Planning team Gravel application at Manor Farm, Laleham A planning application was submitted in autumn 2010 to Surrey County Council by Shepperton Aggregates for the extraction of sand and gravel at Manor Farm, Laleham. Extracted material would be transported via a conveyor link to the processing plant at Shepperton Quarry, Littleton Lane. It is proposed that once extraction is complete the site would be restored to a mix of recreation and conservation uses with the creation of a lake, wetland areas and areas of woodland planting. The application will be considered by the Planning Committee on 9 March 2011 and not 9 February. A copy of the committee report will be available on the Council’s website five working days before that meeting. The committee will be making a recommendation to Surrey County Council who will make the final decision on the application. The application will be determined by Surrey County Council (SCC) as Mineral Planning Authority. All comments/objections on the application should be sent direct to SCC via their online form (external website) or to the Planning and Development Group, Surrey County Council, County Hall, Kingston-upon-Thames, Surrey KT1 2DY. Please quote application no: 10/00738/SCC on all correspondence. London Irish London Irish have appealed against the refusal of two recent planning applications for the creation of a training facility at Hazelwood Golf Course (Planning Ref. 09/00842/OUT) and a residential/mixed use development at The Avenue (Planning Ref. 09/00841). As part of the appeal, London Irish submitted additional information in an effort to overcome a number of reasons for refusal. This information has now been considered by officers and comments have been received from LOSRA. Two reports will be considered by the Planning Committee on Wednesday 9 February 2011 at 7pm in the Council Chamber. The first relates to Hazelwood golf course and the second relates to The Avenue. The reports recommend that the Planning Committee agree not to pursue certain reasons for refusal at the Public Inquiry. View the committee reports here. The reports recommend that the following reasons for refusal remain and are fought at the public inquiry: Hazelwood Green belt objection to clubhouse, floodlighting, fencing, overspill parking Noise impact on the cemetery Adverse impact on air quality (unless it can be shown that pollution is insignificant) The Avenue Loss of protected urban open space No justification of housing need Loss of an outdoor sports facility Lack of affordable housing Adverse impact on air quality (unless it can be shown that pollution is insignificant) The Planning Committee will decide whether they agree with the recommendation or whether there are still other issues which they feel the additional information has not addressed or overcome. The Public Inquiry on the two will start on Tuesday 7 June 2011. The Inquiry will be held in the Council Offices, Knowle Green, Staines and will sit for 12 days. A decision is not likely before the autumn as the appeals will be decided by the Secretary of State rather than the Inspector. Charlton Lane and Eco Park On 26 January 2011 Spelthorne Council considered a report on SITA’s planning application to Surrey County Council for an Eco Park at Charlton Lane. The meeting was well attended by around 50 members of the public, who heard speakers in support of and objecting to the application. The Planning Committee decided to raise a very strong objection to the Eco Park planning application on a number of grounds. These included:- (1) there were no very special circumstances to allow this development in the green belt (2) the scheme went beyond the site boundary and would have an adverse impact on the wider area through loss of landscaping (3) the height and design is inappropriate in a green belt location (4) the landscaping should use the all of the land within Surrey’s ownership to provide maximum screening. View the committee report here. Spelthorne Council is a statutory consultee and Surrey County Council will make the final decision. It is understood that the application will be considered at a special committee on Wednesday 23 February 2011. The report will be available five working days before the meeting on Surrey County Council’s website (external website). Regeneration at Sunbury Cross Works are currently underway in the Parade at Sunbury Cross for the refurbishment of the area around the clock tower.  It is expected that this work will be finished in two weeks. Off The Hook Come down to our skate night on Saturday 12 February and brush up on your skills!    Indoor skate nights for young people cost just £5 and are held at Spelthorne Leisure Centre on the second Saturday of every month (during the autumn and winter) from 6-8.30pm. The evening is suitable for beginners as well as more advanced skaters and the sessions are recommended for young people aged 11-19 years. The Spelthorne Home Improvement Agency, part of A2Dominion, offers advice, support and help to people aged over 60, those with disabilities and people on a low income. The service is for homeowners and tenants of private landlords within Spelthorne. The agency received the Quality Mark from Foundations, the national body for home improvement agencies appointed by Communities and Local Government, in recognition of the high quality services it delivers. It was one of only nine agencies in England to be assessed for the new Quality Mark. It was assessed in a range of areas including duty and care to clients and staff; fair access; diversity and inclusion; privacy and confidentiality; developing client-based services. Foundations also examined how the Spelthorne Home Improvement Agency delivers major adaptations to people’s homes. Typical jobs carried out by the Spelthorne Home Improvement Agency include: installing level-access showers installing stair lifts installing ramps installing downstairs toilets undertaking basic plumbing, electrical and carpentry work works to doors and windows works to roofing and gutters fitting loft insulation fitting draft-proof windows For more information about the Spelthorne Home Improvement Agency people can call 0845 408 6755 or e-mail hiaadmin@a2dominion.co.uk St Saviour's launches reSTORE A food bank project has just been launched in Sunbury, to give practical help to members of the local community who find themselves in need of support. Named reSTORE, the project run by St Saviour’s Church provides families and individuals with food parcels that help out for up to a week. The project also aims to provide practical care, support and friendship to those in need. reSTORE works in partnership with local agencies who are already working with people affected by poverty. It works alongside these families and individuals once they have been referred by the partner agencies. Food parcels are collected and distributed from St Saviour’s centre on the Parade, Sunbury Cross, every Monday and Thursday morning. Recipients can have their parcel delivered to their home or collect it in person – with the added benefit of a cup of tea, biscuit and chat into the bargain. Donations of food are very welcome – the list of suggested items include mainly non-perishable items such as tinned food, breakfast cereals, jam, puddings, cakes, tea, rice, cook-in sauces and so on. Suitable household items such as soap, shampoo, toothpaste, toilet rolls and cleaning products are also welcome. Cash donations are also needed.
