CCTV in Spelthorne

New CCTV cameras are to be installed in two locations in Spelthorne in a bid to reduce anti social behaviour.

Cameras are being installed at the rear of the shops and flats in the Parade, Sunbury to tackle anti social behaviour and fly tipping in the area. The scheme has been funded as part of the Sunbury Cross Regeneration Project and will provide a new camera linked to the Council’s broadband monitoring network.

An enhanced CCTV camera is also to be provided in the park adjacent to the Greeno Centre, Shepperton which will provide improved quality images using infra red images. The adjoining day centre and children’s play area have suffered criminal damage and anti-social behaviour and the upgrade is part of a package of measures which includes regular Police patrols.

The cost of the upgrade is being met by contributions from the Shepperton Residents Association, Ward Councillors, Shepperton’s County Councillor and the Spelthorne Safer Stronger Partnership.

Finally, in Sunbury, the CCTV system serving the shops in The Avenue, the Walled Garden car park and the car park opposite the shops, is to be updated. The cost is being met by contributions from the traders and the Safer Stronger Partnership.

Councillor Frank Ayers, Cabinet Member for Community Safety said: “Community Safety is a key priority for the Council and the Safer, Stronger Partnership. CCTV remains one of the most effective tools to protect the public and tackle anti social behaviour. We are delighted to be able to make these improvements, working in partnership with local residents, traders and elected representatives – who all recognise the effectiveness of these local systems.”

Update from the Council's Planning Team

Riverside Works

A public inquiry started on Tuesday 16 November into the refusal of two planning applications at the Riverside Works site in Sunbury. The first was for a development of 88 dwellings on the Mainland site, and the second was for the erection of a new workshop on the adjoining Island site.

The Inquiry was not completed last week and will be re-convened for two additional days. The Inquiry will re-start at 10am on Monday 13 December in the Goddard Room and finish on Tuesday 14 December in the Council Chamber, Council Offices, Spelthorne Borough Council, Knowle Green Staines, TW18 1XB.

A decision is likely to be made by the independent Inspector 4-5 weeks after the close of the Inquiry. Information will be placed on the Council’s website once the decision has been received.

London Irish

London Irish have appealed against the refusal of two recent planning applications.  View the appeal information here

The first was to demolish the clubhouse, driving range and other structures on the Hazelwood Gold Course site in Croysdale Avenue Sunbury to develop five adult and 12 junior rugby pitches and a clubhouse for London Irish.

The second was to demolish the existing stand and clubhouse in The Avenue, Sunbury, and replace it with a mix of 194 houses and flats, a care home, a site for a potential future health centre and the provision of a new neighbourhood park.

After long and careful consideration of the issues, the Planning Committee refused both applications. The grounds were complex but included:
  • National and local policies concerning Green Belt and protected urban open space
  • No over-riding need for housing
  • Development out of character with the surrounding area
Letters have now gone out to all those who commented on the applications to let them know who they can write to at the Planning Inspectorate to express their views. Any representations should be made in triplicate to the Planning Inspectorate by 13 December 2010.

The rugby club also plans to try and overcome a number of the reasons for refusal before the Public Inquiry takes place.

Letters have now gone out to local interest groups and residents associations to find out views on the additional information and this will be reported to Planning Committee before the Public Inquiry takes place. Any comments should be made to the Council by 2 December 2010.

Discussions are ongoing with London Irish and the Planning Inspectorate about the date. It will most probably be in the spring of 2011 and could last around two to three weeks.

Community safety - your views needed

Residents have the opportunity to help determine community safety priorities for the Borough for 2011/2012.

An on-line survey has been designed by Spelthorne’s Safer Stronger Partnership and is available for completion until 13 December.

The Safer, Stronger Partnership is required to consult annually on its future priorities and also undertakes an analysis and assessment of crimes when shaping its plans.

Councillor Frank Ayers, Cabinet Member for Community Safety, said: “We are keen to hear from as many people as possible. Whilst overall crime has reduced consistently over the past few years, we need to focus our efforts where we can make the most difference, and react to community concerns. The survey has been sent to numerous groups, including our key partners, neighbourhood watches, residents associations and business representatives, to give as many relevant groups as possible the opportunity to comment.”

The Partnership’s priorities and key plans for 2011/12 will be announced early in the New Year.

Shepperton Village - major works

After extensive consultation with local residents, capital works have started in Shepperton High Street to enhance the viability of this local shopping centre.

Works include:

  • removal of the double kerb along the service road between Budgen’s supermarket and Manor Farm Avenue
  • reduction or removal where possible of kerb outcrops
  • the upgrade of tree pits with granite surrounds and bonded resin
  • laying of new tactile paving
  • sympathetic pruning of the trees to promote future health
  • tree re-placement in some areas
  • drainage at the zebra crossing to be addressed.
Works programmed to be concluded early December 2010.

Village Hall

  • new brick wall and railings installed
  • hedging to be planted behind the new railings early November
  • bulbs to be planted in the bed to the right of the Hall
  • new Rotary, community and church notice boards to be erected outside the hall
  • recycling relocated and screened.
Additional improvements

The general enhancement to the village centre will include refurbishment/ replacement as appropriate of street furniture, general repainting and a new History of Shepperton feature, based on ideas from local primary schoolchildren.

Adult social care is changing

Surrey County Council is changing the way people access and receive support.It is working with other organisations across the county to ensure they offer people appropriate advice and give them choice and control over the services they need.

This reflects a national change in how social care is to be delivered – from one in which services are prescribed, to one where people can choose the right support and services.  By having these personalised services, people will have more control over their lives and be better able to meet their individual needs.

Part of this national change is the introduction of Self Directed Support. This is a new way of assessing, choosing and providing the support that people need. It helps people to get on with life and remain active in their local community.

Self Directed Support lets people make decisions about the support they need. It asks individuals how they want to live their life, what they want to achieve in life and what support they need to do this.

If they are eligible for social care support, Self Directed Support gives individuals a Personal Budget. They can then choose which social care and support services to spend this budget on. Individuals can be as creative as they want, as long as the money is spent to meet their assessed needs and outcomes, and is agreed by Surrey County Council's practitioners.

This will offer opportunities for local businesses and community groups to provide new services for people with the funds to purchase them. Local workshops will be taking place for organisations to realise the potential that personalised support brings.

Surrey County Council plan to have Self Directed Support available across the county by April 2011.

Running the Marathon for MIND

Sarah White, a former Spelthorne Council employee, will be running the Marathon in April to raise funds for Mind, a leading mental health charity, after suffering the loss of a close relative.

This is Sarah’s story.

“18 months ago we lost our wonderful sister/niece Karla Janssen, she took her own life.  It was a huge shock to us, our family, her friends and everyone who had had the pleasure of meeting her.  We were unaware of any mental health problems she may have had, we will never get over our loss.

It is for Karla that we have pledged to run the Marathon and why Mind is such an important charity for which we are committed to raising money.  The Marathon takes place on Sunday 17 April 2011 which is Karla’s birthday and therefore especially meaningful for ourselves, family and friends.

Funds raised by us will help the leading mental health charity Mind continue its vital work in the Borough and assist the one in four people who experience mental health problems. The MindinfoLine is a lifeline to thousands of people, offering free confidential support to people in crisis, who might have nowhere else to turn.  By raising the awareness of the services that Mind offer, we hope to help those who are suffering in silence.  

We have promised to each raise £1650 for Mind in sponsorship. Over the coming months, we will be out and about in Staines raising funds and will be organising various fundraising events.

Spelthorne and Runnymede Education Business Partnership Annual Awards Evening

Celebrations for Spelthorne and Runnymede Schools

The Spelthorne and Runnymede Education Business Partnership celebrated a wide range of successful industry/education initiatives at the 12th Annual Awards Evening held at St Ignatius RC Primary School, Sunbury on Wednesday 24 November 2010.

The hosts, St Ignatius, won the Spelthorne Chamber of Commerce Primary Cup with their Herb Garden Project at Kempton Park.

The Spelthorne Borough Council Secondary Schools Cup was won by Fullbrook School for its inaugural organisation of a Maths and Computing Conference with Surrey Chambers of Commerce and Brooklands College won both the KS5 Challenge Cup and the Innovation in Enterprise Cup for their ‘deconstruction/reconstruction of secondhand shirts’ for Cancer Research. The Cup for Best Presentation, sponsored by Runnymede Business Partnership, was won by The Magna Carta School for its look at ‘planning in an urban area’.

The Surrey County Council Overall Winning Trophy was won by The Matthew Arnold School students who worked with Spelthorne Business Forum on their Christmas card design and sale project.

The Cup of Endeavour, sponsored by Runnymede Business Partnership, was awarded to Thamesmead School for their project working with BAA on a ‘tracked transit challenge’.

The aim of the Annual Awards evening is to recognise, reward and support collaborative activities between schools and the local business community in the Spelthorne and Runnymede areas.

Some 100 guests attended from a variety of businesses, schools and colleges, including sponsors from Procter and Gamble, Runnymede Borough Council, Gemini Cars, Surrey Chamber of Commerce and Spelthorne Borough Council.

The Awards evening was hosted by Brian Harris, Chairman of the Spelthorne and Runnymede Education Business Partnership and presentations of silver cups and cash awards were made by Cllr Margaret Roberts, Mayor of Runnymede, County Cllr Denise Saliagopoulos, Tim Dunn - Chairman of Spelthorne Chamber of Commerce, Mark Adams, Chairman of Runnymede Business Partnership and Sue Tregoning from Proctor & Gamble.

Twelve Year 6 pupils from St Ignatius School shared the experience of being involved with the preparation and serving of an excellent buffet under the guidance of two catering students from Brooklands College who also provided bar staff.

Spelthorne and Runnymede Education Business Partnership has the objective of bringing education and business closer together for the mutual benefit of both. The active volunteer Committee is served by Surrey Education Business Partnership that draws funding from Surrey Learning and Skills Council and an array of private and public sector organisations.

Age Concern - name change

Age Concern Surrey wishes to announce that it has now joined up with the new charity Age UK which was formally Age Concern and Help the Aged.

The new name will be Age UK Surrey. The services provided all remain the same.

The Hometime service which operates from the Greeno Centre in Shepperton continues to move from strength to strength and supports over 300 households with domestic help, shopping trips, laundry, assistance with paperwork, dog walking etc.  The Care Adviser, Shirley Levey, will carry out an individual assessment and do her best to provide a tailor made service for the client, matching up and personally introducing a home help who has been CRB checked.
