Description: The full Council undertakes a wide range of functions which include: adopting and changing the Constitution; approving or adopting the policy framework and the budget and setting the Council Tax; appointing the Leader, Deputy Leader and members of the Executive. The Council Standing Orders are the rules which apply to meetings of the Council and should be read in conjunction with the Access to Information Procedural Rules and the Budget and Policy Framework Procedure Rules.
