A Penalty Charge Notice can be issued for:
The Penalty Charge is £60 to be paid with 28 days of the date of the issue of Penalty Charge.

A discounted charge of £25 or £35 will be accepted in settlement if the Penalty Charge payment is made within 14 days of the date of issue.

Payment can be made by:

On-street parking

The full charge can be either £50 or £70.

The reduced payment if received within 14 days will be £25 or £35.

Appealing against a parking fine

If you wish to challenge the issuance of a Penalty Charge we ask that you write to the following address:

Parking Services
Spelthorne Borough Council
Council Office
Knowle Green
Staines
TW18 1XB

If the challenge/appeal is successful a letter will be sent cancelling the case.

If the challenge/appeal is unsuccessful a Notice To Owner will be sent 28 days after the issue of the Penalty Charge, which allows you to make a representation against the issue of the Notice To Owner.  If the representation against the issue of the Penalty Charge Notice is unsuccessful a notice of rejection letter will be sent explaining that payment of £60 is to be paid within 28 days of issue of the Notice To Owner or to appeal to the National Parking Adjudicators.

The Notice To Owner also explains if an appeal to the National Parking Adjudicators or payment has not been received within 28 days of the issue of the Notice to Owner the charge will increase by 50% (£90) and a Charge Certificate will be sent.

When a Charge Certificate is sent it will explain we will need to receive payment of £90 within 14 days of the date of issue.  If payment is not received the case will be registered, as debt and an Order For Recovery will be sent.

When an Order for Recovery is sent the charge increases by £5 to £95 and will explain that payment is to be received within 21 days of the date of issue or a Statutory Declaration (the grounds for making a statutory declaration will be explained on the Order for Recovery) is to be made and forwarded to the Traffic Enforcement Centre.

If payment or notification of a Statutory Declaration has been made from the Traffic Enforcement Centre the Council will apply for a warrant of execution which means if this is approved the case will be passed to bailiffs for collection of the outstanding debt.
