You can complete an online form if a "Notice to owner" has been sent to you as the registered owner/keeper/hirer of a vehicle, because a Penalty Charge Notice (PCN) was issued to the vehicle. As the registered owner/keeper of the vehicle (or the person who was hiring the vehicle at the time the PCN was issued) you are legally liable for the penalty charge even if you were not the driver at the time.  Full details of the charge and payment methods are on the Notice to Owner form.

You have two options:
a) Pay in full using the payment slip on the Notice to Owner form or by making a payment online
b) Making Representations to Spelthorne Borough Council by an online form or completing the Notice to Owner Representations details on the form sent to you.
