In an attempt to check the ever growing problem of dog fouling in the streets, parks and playgrounds of Spelthorne, the Council will soon begin a consultation on gaining a Dog Fouling Order.
Over recent times, occurrences of dog fouling have increased with some owners unwilling to clean up. Residents have made it very clear that they are expecting the Council to impose on the spot fines for which, currently, there is no authority as dog fouling is not covered under current byelaws.
Over 50 official reports of dog fouling have been received over the last three months plus many reports to local councillors which indicates that, it is totally unacceptable in Spelthorne.
A Dog Control Order would deal with a number of issues including the following:
failure to remove faeces
not keeping a dog under control
permitting a dog to enter land from which it is excluded
Regulations state that being unaware of a dog’s defecation or not having a means to remove it is not a reasonable excuse for failure to comply.
Deputy Chief Executive Nigel Lynn said:”This is a growing problem in the Borough which we must now move to eradicate. We are required to undertake public consultation which we will be doing as soon as possible. Refusal to comply will result in a fixed penalty notice from one of our staff. It is to be hoped that this measure will bring about an improvement to the cleanliness of our parks and streets leading to a better environment for residents to enjoy”.
