The Leader and Deputy Leader of the Council and seven other councillors are appointed annually to form the Executive. They are responsible for delivering the policies set by the Council as a whole and take most of the day-to-day decisions. Each councillor on the Executive, except the Leader, has a portfolio with responsibility for different areas of the Council.

Councillor Packman - Leader of the Council

Responsible for:
  • strategic issues affecting the Borough e.g. Airtrack
  • cross-cutting policy issues
  • strategic level contact with Surrey County Council and other major partners on Spelthorne Together
  • corporate business planning
  • strategic financial management – budget setting
Councillor Smith-Ainsley - Planning and Housing (Deputy Leader of the Council)

Responsible for:
  • planning policy, strategic planning and local development
  • strategic housing services, housing options and housing benefits
Councillor Ayers - Community Safety

Responsible for:
  • crime and disorder activities
  • liaising/consultation with the community and other organisations relating to community safety
Councillor Bouquet - Corporate Services

Responsible for:
  • corporate approach to information technology
  • internal support services, audit and risk management
  • customer satisfaction
Councillor Davis - Regeneration

Responsible for:
  • economic development
  • lifelong learning and skills development
  • democratic arrangements
  • liaison with and representations to Surrey County Council as the Highways and Passenger Transport authority
  • parking provisions and enforcement.  Encouragement of use of public transport
Councillor Forsbrey - Environment

Responsible for:
  • waste strategy, waste management and street scene issues
  • pollution control (including noise) and contaminated land
  • carbon management and the promotion of sustainability and other environmental issues
Councillor Mrs. Grant - Young People and Cultural Services

Responsible for:
  • service and support to meet the needs and promote the health and well-being of younger people
  • leisure and cultural opportunities
Councillor Hirst - Communications and Engagement

Responsible for:
  • all aspects of the Council’s communications and publicity
  • general liaison/consultation arrangement with the community
Councillor Mrs. Leighton - Health and Independent Living

Responsible for:
  • service and support to promote the health of the population of Spelthorne
  • service and support to meet the needs, health and well-being of adults and older people, both in their home life and leisure activities
