The functions required of a Standards Committee under the Government Bill will be to:
promote and maintain high standards of conduct by Members and compliance with the Local Code of Conduct adopted by the Council
advise the Council on the adoption or revision of its Code
monitor the operation of the Code
advise, train or arrange training for Members on matters relating to the Code of Conduct
consider allegations of misconduct by Members referred to it by the Standards Board
The Borough Council will also be able to ask the Standards Committee to undertake other appropriate functions, including taking responsibility for the National Code of Local Government Conduct, Corporate Planning Code, Member/Officer Protocol, Corporate Complaints Procedure, Anti Fraud and Corruption Strategy and Confidential Reporting Code (whistleblowing policy).
TERMS OF REFERENCE
To monitor and advise the Council about the operation of its Code of Conduct in light of best practice changes in the law, guidance from the Standards Board and recommendations of case tribunals under Section 80 of the Local Government Act 2000.
To ensure that all members of the Council have access to training in all aspects of the member Code of Conduct, that this training is actively promoted, and that members are aware of the standards expected from local councillors under the Code.
Functions relating to standards of conduct of members under any relevant provision of, or regulations made under, the Local Government Act 2000.
OTHER FUNCTIONS DELEGATED TO THE STANDARDS COMMITTEE BY THE COUNCIL IN ACCORDANCE WITH SECTION 54(3) OF THE LOCAL GOVERNMENT ACT 2000, IN ACCORDANCE WITH ANY REGULATIONS MADE UNDER THAT ACT:
To monitor and advise the Council about:
The Council's protocol for Member/Officer relations;
The Council's Planning Code;
The Council's Anti Fraud and Corruption Strategy and Confidential Reporting Code;
The Council's Corporate Complaints Procedure; and
All aspects of the Council's constitution when adopted.
