167/02       MINUTES

 

The Minutes of the meeting held on 16th May 2002 were approved as a correct record subject to the minutes recording apologies from Councillor G.S. Ceaser and not showing him in attendance.

 

168/02       DECLARATIONS OF INTERESTS

 

Councillor Mrs M. Hyams declared a prejudicial interest in application 02/00191/FUL –  90 Staines Road East, Sunbury and left the meeting during the discussion and voting thereon.

The Chairman, Councillor R.A. Smith-Ainsley, declared a prejudicial interest in application 02/00290/FUL – Halliford School, Russell Road, Shepperton and left the meeting during the discussion and voting thereon.  The Vice Chairman, Councillor H.V. Drinkwater, took the Chair for this item.  At the conclusion of the item the Chairman took the Chair.

 

Councillor T.W. Crabb declared a prejudicial interest in application PA/01/0584 – 38 The Avenue, Sunbury and left the meeting during the discussion and voting thereon.

 

Councillor E. O’Hara declared a personal interest in application 02/0050/MIS which was not prejudicial - Land adjoining the airport perimeter road between Longford and Stanwell, Twin Channel Diversion Corridor, Heathrow Airport. He remained at the meeting and took part in the discussion but did not vote.

 

169/02       PLANNING APPLICATIONS AT HEATHROW AIRPORT

 

The Committee discussed the report of the Director of Community Services requesting amendments to delegations to officers relating to the handling of consultations on planning applications in relation to Terminal 5 and Heathrow generally.

 

RESOLVED that the scheme of delegations to officers be amended to enable the Director of Community Services to respond to consultations on planning applications relating to:

 

1.      Terminal Five and associated developments; and

 

2.      other developments at Heathrow where the proposals would fall within the scheme of delegation to officers had they been located within Spelthorne.

Recommendation agreed as per agenda subject to the following additional conditions:

 

12.  The new offices shall be constructed with underfloor voids, with the oversite concrete finished at existing ground level; with the underside of the floor structure set at or above the 1 in 100 flood water level of 15.68 metres AOD(N); and with openings sufficient in size and number to allow free entry and exit of flood water.

 

13.  Openings and any associated grilles to the under-floor voids shall be constructed in accordance with details to be submitted to and approved by the Local Planning Authority before development commences.

 

14.  Any walls or fencing constructed within or around the site shall be designed to be permeable to flood water.

 

Reasons

 

12.  To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood water storage capacity.

 

13.  To ensure that free passage of flood water through the under-floor voids of the building is provided for.

 

14.  To prevent obstruction to the flow and storage of flood water, with a consequent increased risk of flooding.

RESOLVED that the London Borough of Hillingdon be advised that the Council raises no objection to the proposal on a temporary basis.

 

172/02       CONSULTATION FROM ADJOINING AUTHORITY – 02/0050/MIS – LAND ADJOINING THE AIRPORT PERIMETER ROAD BETWEEN LONGFORD AND STANWELL, TWIN CHANNEL DIVERSION CORRIDOR, HEATHROW AIRPORT

 

The Planning Officers reported on the receipt of late information relating to the details of the retaining walls and on the flood risk assessment, and the Environment Agency’s confirmation of agreement.

 

RESOLVED that the London Borough of Hillingdon be advised that:

 

a.      This Council raises no objection to the Twin Channel Diversion schemes subject to:

 

1.      The imposition of conditions to ensure the treatment of the retaining walls adjoining the Welcome Roundabout in accordance with the proposals shown in drawing no WP-01000001 and WP 21004007; and

 

2.      A scheme being agreed for the long term management and maintenance of the new channels.

 

b.      This Council supports increasing the length of naturalised channel within the scheme provided that this can be achieved without reducing the provision of landscaping.

 

c.      The planting proposed in the southwest corner is considered acceptable compensation for the tree removal involved in the construction of the scheme, subject to confirmation that the proposals are acceptable to the Civil Aviation Authority.
