3. MINUTES

To confirm the minutes of the meeting held on 1 December 2009 (Word 66kb) and the minutes of the joint meeting of the two Scrutiny Committees held on 16 February 2010

4. CALL IN OF EXECUTIVE DECISIONS

No decisions have been called in for review.

5. OUTCOME OF THE COMMITTEE'S RECOMMENDATIONS TO THE CABINET

To note that the Cabinet at a special meeting held on 18 February 2010 considered and endorsed  the recommendations of the Joint Scrutiny Outline Budget Strategy Task Group, incorporating the amendments made by the Joint meeting of the two Scrutiny Committees.

6. ECONOMIC DOWN TURN IN SPELTHORNE

To continue the arrangements for Committee members to receive an update on the economic downturn. The following is an update on the Small Business Rate  Relief Scheme (SBRR)

  • At Spelthorne we have 398 ratepayers who qualify for Small Business Rates Relief as at 090309
  • 341 qualify for a % reduction from 1% to 50% depending on the Rateable Value
  • 57 pay at the lower Small Business Rates multiplier
  • All small businesses at Ashford, Sunbury, Shepperton have now been visited
  • As at 01.02.10 SBRR has increased to 481
  • 397 qualify for a % reduction
  • 84 pay at lower Small Business Rates multiplier
Staines and Stanwell to be visited February and March prior to annual billing

7. PROVISION OF ELDERLY SERVICES

To receive a presentation from the Assistant Chief Executive, Liz Borthwick on the provision of elderly services within the borough. To assist in the discussion arrangements have been made for representatives from Surrey County Council, Age Concern and Cameo to attend the meeting to discuss what provisions their service provide.

8. MANAGEMENT OF ORDINARY WATERCOURSES IN SPELTHORNE

To consider the attached (Word 57kb) report of the Assistant Chief Executive on the policy on watercourse management in the Borough.

This is the second year of the new national indicators. The attached (Pdf 527kb) table shows the outturn figures for all the indicators listed in the Corporate Plan and (where applicable) shows performance against last year.
