To review and monitor the Council’s performance management arrangements and draw attention to local residents concerns. |

To review and monitor the implementation of best value improvement plans and their effect. |

To review and monitor performance in meeting the council’s annual targets, national and local performance indicators, and quality of life indicators. |

To review and monitor how and to what effect policies and strategies are being implemented and to make reports and recommendations, including proposals for changes to policies and practices to the council and the Executive (this includes not just the delivery of council policies and strategies but those of other bodies which affect the well-being of the Spelthorne community). |

To review and monitor performance, acting as a critical friend to the Executive regarding (against) the council’s budget framework. |

To review and monitor any area that the committee believes is not performing, setting up task groups as required. |
| g. | To review and scrutinise as a critical friend the performance and decisions of the Executive in relation to service provision and performance management and to exercise the right of “call in” of decisions in accordance with the provisions of the constitution. |

RE CONFIGURATION OF SERVICES BETWEEN ASHFORD AND ST PETER’S HOSPITALS To discuss the overall re configuration of services between Ashford and St Peter’s Hospitals. To assist members in this role the Chairman of the Committee, Councillor Frank Ayers, has invited Nick Yeo the Chief Executive of the North Surrey PCT and Michaela Morris the Director of Operations for the Hospitals to attend and answer questions raised. |
