Spelthorne Council Planning update Riverside Works, Lower Sunbury (update) Permission for 88 new houses and flats, a new access road and open space and landscaping was refused by Spelthorne Council on 27 November 2009 application reference (09/00523/FUL). The scheme was refused on three grounds:
Appeals against both decisions (i.e. the residential development and the Island Site scheme refused by Elmbridge) have been received. The Public Inquiry into both appeals has been arranged for 10am on Tuesday 16 November 2010 at the Council Chamber, Council Offices, Spelthorne Council, Knowle Green Staines, TW18 1XB. It is expected to last up to four days. Residents who objected to the development have been written to and all the letters which were submitted in relation to the original application have been sent to the Planning Inspectorate. At the Public Inquiry an independent Inspector from outside the local area will listen to arguments on both sides (including any local residents who wish to speak) and visit the site. A decision is usually made within four to five weeks of the inquiry. Appeal decisions 72 The Avenue, Lower Sunbury The Planning Inspectorate has upheld the Council’s decision to refuse planning permission for the erection of two detached houses at 72 The Avenue on Sunbury. This is the fourth planning application on this site. The Inspector agreed with the Council that the two large houses would be visually intrusive on the open corner plot, and in particular that the house closest to Hawke Park would “overwhelm the open aspect of the Park”. She agreed that, as a result, the scheme would have a harmful effect on the character and appearance of the surroundings. Comment was also made about the recent change in government guidance about ‘garden grabbing’. 400 Staines Road West, Ashford The Planning Inspectorate has upheld the Council’s decision to refuse planning permission for the erection of a two storey block (two flats) and an extension to an existing block of flats to provide a further three flats. The Inspector agreed with the Council that the scheme was not in character with the lower density housing in the surrounding area. Nor did it meet the Council’s required separation distances between properties. The Inspector also considered that the building on the road frontage did not reflect the style of nearby properties, would not fit in with the street scene, and would harm the character and appearance of the area. Land to the rear of 35 Junction Road, Ashford The Planning Inspectorate has upheld the Council’s decision to refuse planning permission for the erection of a pair of semi-detached bungalows. The Inspector agreed with the Council that the additional noise and disturbance to existing residents as a result of the two properties would be unacceptable. S/he also concluded that small parking area set aside for the two properties was so limited that it would result in an unacceptable level of noise for future occupiers. Planning Committee - 21 July Crooked Billet, Staines The Planning Committee granted planning permission for the building of 29 flats along with a new access to Billet Road last week. This is subject to a legal agreement being signed which will ensure that 16 affordable homes are provided. In addition, nearly £10,000 will be given towards upgrading pedestrian links and providing traffic calming for Stanwell New Road. |

Colne Valley Local Food Stall at Lammas Park The Colne Valley Local Food Stall will be at the Lammas Park, Wraysbury Road, Staines on Friday 6 August between 12 noon and 3pm. Colne Valley Food is a Community Interest Company set up in collaboration with local farmers to ensure that local people have access to local food. Local Farms are a very important part of the landscape of the Colne Valley and by supporting them we are helping to preserve the countryside. The stall will be selling a wide range of local produce, vegetables, award winning sausages, chilli sauces, eggs and biscuits plus many more products. New Footbridge at Staines Moor Thanks to the hard work of the Egham and Staines Volunteers, with help from Spelthorne Council and the Moormasters, visitors to Staines Moor can now enjoy a more convenient walking route along the River Colne. The new footbridge is in an area that gets particularly wet in the wintertime and will help to improve access and keep feet dry all year-round. Thanks to everyone involved. |

A visit from the farm Nursery children and residents in Sunbury received a visit by Millers Ark mobile farm on Saturday 17 July, thanks to a £300 Better Neighbourhood Grant from Cllr Isobel Napper. The farm visited St Mary’s Church and gave the children and adults an opportunity to come into close contact with a range of farm animals including sheep, goats, pigs, miniature donkeys and ponies, ducks and geese, rabbits and guinea pigs. The Better Neighbourhood Grant Scheme, which was introduced in 2006, gives each Spelthorne Borough Councillor a budget of up to £650 to spend on community enhancing projects in their ward. A wide range of projects have benefited from these grants including equipment for Scouts, Guides and Brownies; floral baskets and park benches; sports, community and leisure club projects; Spelthorne in Bloom and improvements in schools, to name a few. |
