Cartoon image of a mettingThe Council shall be called the Spelthorne Youth Council hereafter referred to as "the Youth Council".

The Youth Council may review the Constitution at any time.

The Borough Council Youth Worker in partnership with a Surrey County Council Youth Worker shall act as advisor to the Youth Council.

The Borough Council shall provide administrative help to run the Youth Council.

1. OBJECTIVES

1.1 The objectives of the Youth Council shall be to:-

  1. express a view on behalf of young people in Spelthorne
  2. campaign on local issues that young people care about
  3. develop an understanding of local issues
  4. promote and encourage activities and events and create opportunities
  5. celebrate the achievements of young people in Spelthorne
  6. act as a sound board for the Borough Council of such issues as:-
    - Leisure and Culture in the Borough
    - Facilities for young people generally
    - Environmental Health issues
    - Crime and Disorder / Community Safety
    - Transportation
  7. promote the Spelthorne Youth Council to inform and advise the community on the views of the Youth Council and young people in Spelthorne
  8. attend meetings, seminars and workshops in the community and with businesses in connection with 6. above
  9. participate in Government initiatives such as the UK Parliament and Surrey Youth Parliament.
2. MEMBERSHIP

2.1 Membership of the Youth Council shall be open to young people between the ages of 13 and 19.

2.2 Each of the following Schools/Colleges shall be entitled to appoint two students to serve on the Youth Council.

The Schools/Colleges of the Spelthorne Youth Council shall be:
  • Ash Technology College
  • Bishop Wand C of E School
  • Halliford School
  • Matthew Arnold School
  • Spelthorne College
  • St David's School
  • St Paul's College
  • Sunbury Manor School
  • Thamesmead School

2.3 Youth Councillors who do not attend any meetings of the Youth Council for a period of three months, without sending their apologies, will cease to be Youth Councillors and they will be notified in writing and their names removed from the Youth Council membership mailing list.

3. ELECTIONS

3.1 Annual elections for the Youth Council shall be held at the "Your Shout" event in October/November in each year.

4. TERM OF OFFICE

4.1 The term of office of each Youth Councillor shall be one year from the "Your Shout" event.

4.2 Resignations from the Youth Councillors will not cause a re-election to be held.

5. ELECTION OF CHAIR AND VICE-CHAIR

5.1 The Youth Council, at its Annual Meeting, shall elect from amongst its Members a Chair and Vice-Chair for a period of one year or until the first meeting of the Youth Council after the annual Your Shout event.

6. MEETINGS

6.1 An Annual Meeting of the Youth Council shall be held on a day in October/November each year following the "Your Shout" event.

6.2 Ordinary Meetings of the Youth Council shall be held monthly throughout the year on such dates and times as shall be agreed by the Youth Council.

6.3 Other Meetings of the Council may be called from time to time as required by the Chair in consultation with the Borough Youth Worker.

6.4 The Youth Council may appoint such Working or Project Groups as it requires to meets its objectives.

7. TIME, PLACE AND DURATION OF MEETINGS

7.1 Meetings of the Youth Council shall normally take place on a Thursday commencing at 5.30pm at the Council Offices, at Knowle Green, Staines.

7.2 The Youth Council shall aim to complete its business no later than 7.30pm.

7.3 The Youth Council may fix the time, date and place of other working or Project Groups as it thinks fit.

8. FINANCIAL ARRANGEMENTS

8.1 The financial year of the Youth Council shall run from 1 April to the following 31 March.

8.2 The Youth Council is a not for profit organisation and any income shall be applied solely towards the carrying out of the objectives of the Youth Council as set out in this constitution and no portion thereof shall be paid or transferred, directly or indirectly to its members.

8.3 The Youth Council may from time to time appoint one or more persons over the age of 18 years to act under its direction and on its behalf in administering its accounts and to apply for grants for projects or events in accordance with the Constitution.

8.4 Any application for grant aid shall be recorded in the Minutes together with the name or names of the person appointment to act on its behalf.

8.5 The Borough Council shall be responsible for keeping financial records of any transactions carried out or grants received by the Youth Council and will report to the annual Meeting of the Youth Council.

9. RECORDS OF MEETINGS

9.1 Minutes of the meetings of the Youth Council shall be maintained by an Officer appointment by the Borough Council.

10. ACCESS

10.1 Meetings of the Youth Council shall be open to members of the Public and Press.

11. CONDUCT AT MEETINGS

11.1 Rules on how the Youth Council should operate at meetings and how Youth Councillors should treateach other both at and outside meetings.
  • Only one person should talk at a time.  There should not be any background chat
  • Respect each other
  • Respect each others views
  • No racism
  • No sexist comments
  • Take job seriously
  • Work together with each other
  • Keep focus not fiddle with mike and other things
  • Switch off mobiles.  If mobiles have to be left on for emergencies the Chair should be told at the start of the meeting and they should be put on silent or vibrate and people should leave the meeting to answer a call
  • Respect each other's beliefs
  • Every member of Youth Council should try to attend meetings.  Send apologies if unable to attend
  • Keep Youth Council project based
  • Contact by letter, e-mail and text message
  • Need to break down barriers and work together
  • If something to say joint in and participate - don't hold back
  • No offensive language
  • Try to be on time

Min 50/05 OF THE MEETING HELD ON 26 MAY 2005
If was AGREED that in the event of a Youth Councillor behaving improperly at a Youth Council meeting, the Youth Council could pass a resolution to withhold that individual's Voucher for two meetings.  If the individual behaved, participated and contributed to the work of the Youth Council over the following two meetings the Voucher would be reinstated
