Spelthorne Self and Custom Build Register

What is the purpose of the register?

The Self-Build and Custom Housebuilding Act 2015 places a duty on councils to keep a register of individuals or groups who are interested in acquiring serviced plots of land for self-build or custom build projects in their area.  This register will provide the Council with an indication of the demand for self/custom build plots within Spelthorne.

What is self-build and custom build?

Self-build is when you are directly involved in the design and construction of your new home.  This covers a wide range of projects including the traditional DIY self-build home to projects where the self-builder employs someone to build their home for them.

Custom build is when you work with a specialist developer as an individual or a group to help deliver your home.  The developer may help to find a plot, manage the construction and arrange the finance for your new home.  This is more of a hands-off approach but your home will be tailored to match your individual requirements.

How to register

Applicants must meet all the eligibility criteria to be entered on the register.  Each individual applicant and every member of an association must be:

  • aged 18 or over

  • a British citizen, a national of an EEA state other than the UK or a national of Switzerland, and

  • seeking (either alone or with others) to acquire a serviced plot of land in the relevant authority's area to build a house to occupy as that individuals sole or main residence

The questions are designed to give the Council a clear indication of your requirements.  Once you have registered we will let you know if/when we have a suitable site that meets these requirements.

Provided your application meets the eligibility requirements we will confirm in writing that your details have been entered on the register.

The Self-Build and Custom Housebuilding Regulations were updated in October 2016 and specified that Local Planning Authorities could introduce local eligibility conditions for entry onto the register in the form of a local connection test and a financial solvency test. The Regulations also outlined that Local Planning Authorities would be able to introduce an entry fee and an annual charge for applications wanting to remain on the register.

Spelthorne will be adopting these changes on 1 June 2018.

The updated 2016 Regulations specified that applicants whom meet all of the eligibility criteria should be placed onto Part 1 of the register. Those applications that fail a connection test but otherwise meet the eligibility criteria must be entered onto Part 2 of the register. In addition, there will be an entry fee of £65 for the register, and a £60 annual fee for each year after which will be payable on or before 31 October.
