Spelthorne Leisure Centre Consultation

Spelthorne Borough Council is proposing to develop a new leisure centre for the Borough. Your feedback from the last public consultation in 2018 showed there was strong support and indeed need for a new leisure centre in Spelthorne and the main concern raised was the proposed location in Staines Park. We listened and took on-board all the comments from our residents and are now proposing to build the Leisure Centre on the land between Knowle Green Council offices and the current leisure centre site (which will ultimately be used for customer parking). The current centre will remain open whilst the proposed new one is being built to ensure that leisure facilities will be available throughout.

The online questionnaire will open 12 Noon Friday 28 February to Friday 27 March, 11.59pm.

Your views matter

We want to know what you think about proposals for a new Spelthorne Leisure Centre including the revised location, the facilities we are planning to incorporate within the new centre and our latest designs. We want the new centre to reflect the needs of the community which will use it. Your views will help us to identify any key concerns about our revised proposals.

Public exhibition

Spelthorne Borough Council are holding a two day public consultation exhibition on Friday 28 and Saturday 29 February at Spelthorne Leisure Centre to view proposals for a new leisure centre. Representatives from Spelthorne Borough Council project team will be available to answer your questions and provide more information and this event will mark the launch of the consultation which will continue until Friday 27 March.

Following the Council's decision to abandon plans for a new leisure facility in Staines Park, we are considering a location close to the existing centre. It is necessary to identify a location which is:

  • already owned by the Council as the costs involved in acquiring land to build the new centre would preclude development
  • large enough to accommodate all the facilities required in the new centre
  • not within the Green Belt
  • provides a central location, easily accessible by a large number of the Borough's residents (on foot, by public transport and by car)

It was also necessary to consider a number of other factors which could affect the location of the site including:

  • the site's proximity to the Council's Sunbury Leisure Centre and the current Spelthorne Leisure Centre
  • other planning issues and environmental site constraints
  • any potential need to relocate existing site users 
  • visibility of the site, synergies with surrounding land uses and the Council's regeneration plans
  • the sensitivity of the site to any proposed development

The proposed site is considered to be the best alternative location for the new centre which would not affect any designated parks, leisure centres, recreation grounds or other significant community uses in the Borough. It would also enable a phased development of the site to allow continuity of service for leisure users.


The previous consultation exercise provided a great deal of useful information on what facilities people wanted to see in any new leisure centre. We received over 2300 feedback forms which has informed these design proposals. This information, together with the results of extensive research and consultation with users, sports groups, and Sport England, have been used in coming up with our latest proposals and the early design concepts have been developed to make best use of the more limited space offered by the alterative location.
