Supplementary Planning Documents (SPDs) explain in more detail how policies in the Council's adopted Core Strategy and Policies Development Plan Document will be applied.
Updated Climate Change SPD – New consultation
The Climate Change SPD outlines how new developments in the borough can contribute to reducing the effects of climate change and adapting effectively to a changing climate. This SPD was adopted on April 25, 2024 and a the Council are consulting on a revised draft of the adopted Climate Change Supplementary Planning Document 2023. This revised draft Climate Change Supplementary Planning Document (SPD) sets out how new development in the borough can help to:
- reduce the effects of climate change, and
- adapt successfully and resiliently to a changing climate.
The revised SPD aligns with the Spelthorne’s Climate Change Strategy 2022-2030 and supports the Council’s ambition to achieve Net Zero by 2030.
Spelthorne Borough Council are consulting on an Updated Climate Change SPD for a period of four weeks from 8 May 2026 until 3pm on Friday 5 June 2026

Affordable Housing SPD – New consultation
Spelthorne Borough Council are consulting on an Affordable Housing SPD for a period of four weeks, from 8 May 2026 until 3pm on Friday 5 June 2026.

Climate Change SPD
The Climate Change SPD outlines how new developments in the borough can contribute to reducing the effects of climate change and adapting effectively to a changing climate. This SPD was adopted on April 25, 2024. It has been developed to expand upon and provide detailed guidance to applicants on implementing the Core Strategy strategic policy SP 'Climate Change and Transport' from the Core Strategy (2009).

Design of residential extensions and new residential development
The purpose of this document is to elaborate on the design policies set out in the Core Strategy and in particular Policy EN1. It is intended to be a practical guide to help achieve high standards of design across the whole Borough and is aimed at a wide audience which includes home owners, architects, developers and those affected by planning proposals.

Flooding
The purpose of the Flooding SPD is to elaborate on Policy LO1 set out in the Council's Core Strategy and Policies Development Plan Document (DPD). It is intended to ensure that the Council provides clear guidance on the factors which need to be taken into account in preparing and determining applications for development in areas of flood risk. The SPD in particular provides further guidance on how flood risk may be managed.

Housing Size and Type SPD
The purpose of the Housing Size and Type SPD is to elaborate on Policy HO4 set out in the Council's Core Strategy and Policies DPD. It is intended to ensure that the Council secures the right mix of dwellings providing one, two, three and four plus bedrooms in new development, so that, together with the existing housing stock, the housing needs of the Borough are best met. The SPD in particular provides further guidance on the dwelling mix required in developments which incorporate an element of affordable housing.

Parking standards
Managing the Development of Houses in Multiple Occupation (HMO) SPD
The HMO SPD builds on Policies PS2 and H1 of the Spelthorne Local Plan 2024 – 2039/40 and follows the confirmation of Article 4 Directions across the whole Borough that now require all new HMO proposals to secure planning permission. The SPD sets out the criteria against which all planning applications for HMOs will be considered.
The HMO SPD document (pdf, 7 MB) will shortly be augmented with a Summary and a Glossary of Key Terms.
