Penalty Charge Notice - PCN

If you have been issued a PCN please do not ignore it. Upon receipt of a PCN, there are two options available - pay or challenge.

Pay your Penalty Charge Notice online

A PCN can be issued for:

  • non-display of a pay and display ticket
  • parking outside of a marked bay
  • parked in a restricted area
  • your ticket has expired
  • your vehicle is parked in a disabled/blue badge holder space without displaying a valid blue badge
  • your vehicle is parked on double yellow lines, hatched lines or in a reserved space
  • your ticket has been purchased from another car park

The charge is £50 or £70 depending on the contravention. If paid within 14 days from the date of issue the charge is reduced by 50% or £35.

On-street parking

The full charge can be either £50 or £70.

The reduced payment if received within 14 days will be £25 or £35.

Paying your parking fine


You can pay your Penalty Charge Notice online (see above). This facility will also allow you to view details and photographs of your PCN.

By cheque

To be made payable to Spelthorne Borough Council with the Penalty Charge Notice number and address of payee on the reverse and send along with the Penalty Charge Notice slip to the Cashiers Section, Spelthorne Borough Council, PO Box 290, Staines-upon-Thames TW18 1UX.

By telephone

Contact Customer Services Monday to Thursday between 8.45am-5pm or Friday 8.45am-4.45pm.  Please have your Penalty Charge Notice number ready.

Appealing a parking ticket

If you have received a PCN but wish to appeal its issue, you can do so within 14 days of the date of your PCN. This can be done by submitting your appeal through the our Parking Ticket Appeal process.

You can also appeal by contacting Parking Services. Please ensure you quote the PCN reference number and include a name and address in your correspondence.

Whilst the appeal is being considered, your case will be placed on hold. If your appeal is unsuccessful you will still have the opportunity to pay at the 50% reduced rate for a further 14 days from the date of your 'no cancel' response.

If the challenge/appeal is unsuccessful a Notice to Owner will be sent 28 days after the issue of the Penalty Charge. Further information about this can be found on our
