Local Government Reorganisation consultation support
Residents across Surrey are being urged to take part in a landmark Government consultation that will result in the number of councils in Surrey being cut from 12 to either three or two.
The consultation is open to all residents, businesses, voluntary groups, and local organisations. This is the only opportunity for the public to comment on these proposals - and every response counts. This marks the most significant change to local government in the county in over 50 years, giving residents a once-in-a-generation opportunity to shape how decisions are made, services are delivered, and communities are represented.

The government is consulting on two options:
- a proposal for two new councils, covering east and west Surrey, which is supported by the county council and two local councils.
- a proposal for three new councils, covering east, west and north Surrey, which is supported by nine local councils, including Spelthorne Borough Council.
The nine local councils in Surrey (Spelthorne, Epsom & Ewell, Guildford, Reigate & Banstead, Runnymede, Tandridge, Surrey Heath, Waverley & Woking) have come together to support the three unitary model. They believe it is the right choice for residents in Surrey, ensuring:
- local voices are heard with decisions made closer to communities
- better services that are efficient, responsive and cost-effective
- more support for the vulnerable
- proud local identity, protecting what makes each area unique
- smarter spending with a focus on value for money
