Spelthorne Borough Council is seeking feedback on changes to off-street parking regulations as part of its off-street parking places order.

The updated order, made under the Road Traffic Regulation Act 1984, introduces revised charges, modernised permit options, and clearer operational rules across a number of car parks in the borough. The changes are designed to reflect new technology, simplify existing regulations, and improve the management of local parking facilities.

Key Changes:

  • Revised wording for the Elmsleigh Surface and Multi-Storey Car Park, reflecting the new pay-on-foot system.
  • Introduction of virtual contract permits, replacing some traditional paper-based options.
  • Removal of outdated season ticket references, following updates made in the 2020 Parking Order.
  • Clarification of motorcycle parking rules, confirming that motorcycles may park only in designated bays, free of charge.
  • Updated terms for the Council staff and Member parking scheme.
  • Redrafting of legislative references to avoid the need for further amendments if national legislation changes.
  • Revised short-stay and long-stay tariffs in Staines-upon-Thames, including confirmation that charges apply per parking session.
  • A new rule prohibiting drivers from returning within the same charging period, aimed at preventing misuse of cheaper initial tariff bands.
  • Reclassification of several car parks: Abbey Drive, Dumsey Meadow, Old Bathing Station and Green Street, moving them from charged locations to free parking sites with a 30-minute maximum stay.
  • Adjustment of the former first-hour free tariff to 30 minutes free, with a new charge point introduced for one-hour stays.
  • Updated debt registration fees, in line with the latest parliamentary rates.
  • Revised provisions for film company dispensations and suspensions, including the removal of the “maximum £1,000 charge” reference and new charges for non-bay suspension areas.
  • A revised parking map for Spelthorne Leisure Centre (Eclipse) to reflect recent changes to the site layout.

Residents can view the full order, accompanying plans, and the council’s statement of reasons at the Spelthorne Borough Council offices in Knowle Green, Staines. 

Documents are available free of charge between 9am and 5pm Monday to Thursday, and 9am to 12 noon on Fridays, from 12 December 2025 to 16 January 2026.

Objections or representations must be submitted in writing, stating the grounds for the response, either to the council offices or by email at parking@spelthorne.gov.uk, quoting reference PARKINGORDER2026.
