Spelthorne Borough Council and Arora Group propose to terminate Waterfront Development lease

Spelthorne Borough Council can confirm that it has been in discussions with the Arora Group (at their request) to agree in principle the termination of the lease for the proposed regeneration of the Waterfront site in Staines-upon-Thames

A decision to formally terminate the agreement for lease will be subject to approval at Full Council in October 2025.

Originally signed in February 2025, the agreement outlined ambitious plans to regenerate the riverside site currently occupied by the Bridge Street car park and Hanover House, including the development of a new 4-star hotel.

However, due to the evolving context of the Borough - particularly in light of the Local Government Reorganisation, it has been recognised that progressing with the proposed scheme is no longer practicable.

In the meantime, the site will remain in active use as a public car park, while the Council undertakes a review of future options for the site. This review will align with the emerging Local Plan and the Design Code for Staines-upon-Thames, both of which are expected to shape the long-term vision for the town and are anticipated to be adopted later this year.

Cllr Joanne Sexton, Leader of Spelthorne Borough Council, said "While this was a difficult decision, it reflects our responsibility to adapt to new priorities and the reorganisation of local government mean we must reassess what is right for Staines-upon-Thames. We remain committed to creating a vibrant future for the town and will work closely with the community as we plan the next steps for this important site. We would like to thank the Arora Group for their cooperation; whilst this project has not worked out as all parties originally intended, they remain an investor and employer in our community, and we look forward to future potential partnerships."
