Spelthorne Borough Council announces departure of Chief Executive, Daniel Charles Mouawad

Spelthorne Borough Council has today announced that Daniel Charles Mouawad will be stepping down after eight years as Chief Executive.  During his tenure, Daniel has led the Council through a period of transformation, innovation, and resilience, leaving a lasting legacy on the borough’s infrastructure and services.

Reflecting on his time in office, Daniel said, It has been an honour and a privilege to serve this remarkable borough for eight years and to work alongside such dedicated, passionate, and talented colleagues across the Council and the wider community. Together, we’ve achieved an extraordinary amount, delivering projects and initiatives that I truly believe will leave a lasting legacy for the residents and businesses of Spelthorne.”

 “From opening the world’s largest Passivhaus leisure centre and delivering award-winning housing solutions to championing our support for the Armed Forces, responding to the COVID-19 pandemic, and transforming how we serve our residents - every success has been a shared one. ‘Team Spelthorne’ has consistently gone above and beyond, and I leave with immense pride in what we’ve accomplished together.”

 The Mayor of Spelthorne Borough Council, Cllr John Doran in paying tribute to Daniel said, “It has been a pleasure to work alongside Daniel during his time as Chief Executive. Daniel is a leader of great integrity and professionalism and has been a staunch ambassador for Spelthorne. His commitment to the borough and its residents has been second to none, and he will be greatly missed corporately and across our partnership landscape. His passion for the borough, his unwavering support for our communities, and his focus on excellence have left an indelible mark on Spelthorne. On behalf of the entire Chamber, I wish him well in his future endeavours. He truly embodies the spirit of our borough’s motto ‘Ad solem prospicimus’ - as he looks to the future.”

Leader of Spelthorne Borough Council, Cllr Joanne Sexton speaking on behalf of the Group Administration said, I would like to place on record the Council’s thanks to Daniel for his many years of service to the Council and the borough.  During his time as Chief Executive the Council has achieved many awards from housing schemes and environmental sustainability to the attraction of major inward investment including the largest film studios in the western hemisphere at Shepperton. His leadership during the COVID-19 pandemic demonstrated his deep commitment to public service, ensuring the well-being of all our communities across Spelthorne. He has worked in partnership with local organisations and in particular with health colleagues to establish a valuable step-down social care programme for vulnerable residents. I am sure he will be missed by those who work with him and on behalf of the Council, we wish him every success for the future.”

Leader of the opposition, Conservative Party (and former Leader of the Council), Cllr John Boughtflower also acknowledged Daniel’s immense contributions, “During my time as Leader, I instantly recognised the commitment and energy Daniel brought to the role, serving as Head of Paid Service and Returning Officer diligently for over eight years as a true public servant. His former diplomatic and commercial skills have been well utilised, supporting both the social fabric and economic vibrancy of the borough. Under his leadership, Spelthorne has remained bold, brave, and innovative. Daniel’s legacy is substantial, and we thank him for all that he has achieved.”
