Laleham investigation conclusion

On the 24 April 2026, Spelthorne Borough Council issued a statement regarding an incident in Laleham and the acquisition of a property for use as a House in Multiple Occupation (HMO). In the statement the Council confirmed an external investigation would take place to undertake a full review of internal procedures.

The investigation, commissioned to review the circumstances which led to the council issuing an inaccurate statement and subsequent retraction in respect of contact from the Home Office’s agent regarding a property in Laleham in April, has now taken place. 

 

The investigation concluded that the inaccurate statements did not result from misconduct, negligence, or individual fault, but concludes that, “The root cause is process failure and incomplete fact checking.”

 

A management review of the issues has resulted in a number of learning points and a change to some arrangements. These include implementing a centralised record of consultation requests from the Home Office agents and a revised formal sign-off process relating to sensitive public information and statements by the relevant senior manager.
