Spelthorne sets clear priorities for its final year as an independent council
The plan focuses on delivering the services and projects that matter most to residents while ensuring the Council continues to meet Government requirements, strengthen its financial position and prepare for the creation of the new West Surrey unitary authority from April 2027.
The Transitional Plan replaces the broader five-year Corporate Plan adopted in 2024 with a more focused programme that reflects the Council's current operating environment, including Government Best Value Directions, increased service demand and the approaching reorganisation of local government.
Among the priorities over the coming year are:
- tackling anti-social behaviour and supporting safer communities
- accelerating the delivery of affordable housing and reducing reliance on temporary accommodation
- reducing council debt and strengthening financial resilience
- supporting local businesses and economic growth
- progressing key environmental and planning priorities
- maintaining high-quality services while preparing staff and services for transition to West Surrey Council.
The plan also includes improvements to parks and play facilities, continued investment in community safety, work to support Heathrow and River Thames Scheme engagement, and measures to improve customer satisfaction and service delivery.
Leader of the Council, Cllr Greg Neall, said: "This plan reflects the reality of where we are today. We have one year remaining as Spelthorne Borough Council and our responsibility is to focus on delivering what matters most for residents while preparing for a successful transition to the new council.
"Our priorities are clear: delivering excellent services, improving our financial resilience, supporting our communities and ensuring Spelthorne's voice is heard as West Surrey Council takes shape."
The Council will deliver the plan through a detailed Operational Delivery Plan, with progress monitored throughout the year.
