Susan Halliwell appointed Chief Executive of new West Surrey Council

Susan hopes to start the role in the coming months, with the new council being fully established in April 2027.  

The appointment marks an important milestone in Surrey's local government reorganisation programme, which will see the county's existing 12 councils replaced by two new unitary councils from April 2027.  

Councillor Paul Follows, Leader of West Surrey Shadow Council, said:  

"As we continue to build the foundations of the new council, Susan's experience, leadership and values will be invaluable. She brings a wealth of experience leading councils through major transformation, helping organisations modernise, improve performance and adapt to changing needs. Throughout her career, she has remained focused on delivering better outcomes for residents while creating supportive and empowering environments for staff."
