Development Plan 2009

The Council's Core Strategy and Policies Development Plan Document is part of the Local Development Framework. It contains the vision, objectives, and strategic policies that set out the overall approach to future development in Spelthorne. It also contains detailed policies used for development control purposes.

The Allocations DPD contains proposals for allocating specific sites for particular types of development.

Saved policies

Most of the 2001 Local Plan has been superseded by the Core Strategy and Policies DPD, February 2009.  However, six of the policies were saved and continue to be used - see document below. These include the Green Belt Policy, Sites of Nature Conservation Importance and Archaeology and Ancient Monuments.

Adoption history of documents

The Council submitted the Core Strategy and Policies Development Plan Document (DPD) and the Allocations DPD to the Secretary of State on 14 June 2007.  Both documents were readvertised from 6 March -17 April 2008. The Secretary of State appointed an independent Inspector, Ms Sara Morgan LLB, MA, to examine both the documents and consider the representations that were made.  The Inspector's report on the Core Strategy was received on 19 December 2008 and was formally adopted at Full Council on 26 February 2009.

Following the adoption of the Core Strategy and Policies DPD, the examination hearing sessions for the Allocations DPD took place on 12 May, and the Inspector's Report was received on 29 June 2009. The document was found sound, subject to some changes specified by the Inspector in her report (Appendices A and B), and was formally adopted at Full Council on 17 December 2009.

Supplementary Planning documents

Supplementary Planning Documents (SPDs) explain in more detail how policies in the Council's adopted Core Strategy and Policies Development Plan Document will be applied.

Design of residential extensions and new residential development

The purpose of this document is to elaborate on the design policies set out in the Core Strategy and in particular Policy EN1. It is intended to be a practical guide to help achieve high standards of design across the whole Borough and is aimed at a wide audience which includes homeowners, architects, developers and those affected by planning proposals.

Flooding

The purpose of the Flooding SPD is to elaborate on Policy LO1 set out in the Council's Core Strategy and Policies Development Plan Document (DPD). It is intended to ensure that the Council provides clear guidance on the factors which need to be taken into account in preparing and determining applications for development in areas of flood risk. The SPD in particular provides further guidance on how flood risk may be managed.

Housing Size and Type SPD

The purpose of the Housing Size and Type SPD is to elaborate on Policy HO4 set out in the Council's Core Strategy and Policies DPD. It is intended to ensure that the Council secures the right mix of dwellings providing one, two, three and four plus bedrooms in new development, so that, together with the existing housing stock, the housing needs of the Borough are best met. The SPD in particular provides further guidance on the dwelling mix required in developments which incorporate an element of affordable housing.

Future SPDs

There are no current plans to produce any further SPDs at the present time.
