Road Closures for Special Events under the Town Police Clauses Act 1847
Notes for applicants
The Council reserves the right to refuse to make a closure order if the applicant is unable to satisfy the Council that the event falls within the Act, if there are objections which the Council considers to be valid and cannot be resolved, if the Council is not satisfied with any of the arrangements made and/or if the applicant has not complied with the guidance in this note
It is for you, as organiser, to ensure that manned barriers and signage as necessary are in place
Before submitting an application, the applicant should consider the implications for emergency service access, bus operators and others who may be inconvenienced by the road closure. The Council will have to discuss the proposals with other organisations such as the Police and Highways, to confirm that they have no objections
The applicant will be required to bear the costs of all signage and barriers. Details of providers can be found on www.streetparty.org.uk or contact your local signmaker / hire shop
Spelthorne Borough Council strongly advises you to carry out a risk assessment for your event and consider purchasing Public Liability Insurance. During the event, there must be clear access at all times for emergency vehicles. This applies even to small street parties - you must have a plan of how the emergency services can get access if there is an accident
The site must be left clean and tidy after the event. You will be responsible for clearing your own rubbish. The Council will not take away extra rubbish from street parties, so you will have to put it in your bins or take it to Charlton Lane tip
You will not be able to advertise your event with fly-posters on lamp posts etc. Please note that these are liable to be removed by the Council without consultation. If you want to advertise a public event with a banner or a hoarding then there are a limited number of places in the borough with permission to do this. Alcohol - if you are planning to sell alcohol to the public you will need a Temporary Events Licence obtainable from the Licensing Section of the Council. If everybody brings their own you will not need a licence. Please contact Licensing if you need advice about this
If you are planning any other commercial activity in the street you may need a Street Trading Licence. Please contact Licensing
Please note that, in order to comply with legislation, you should allow at least 6-8 weeks notice in advance of the event to apply for either of these Licences
