Housing, homelessness and rough sleeping strategy 2025-2030

The Council is required to have a strategy in place for how it works to prevent homelessness and rough sleeping in Spelthorne.

Review of the Housing, Homelessness and Rough Sleeping Strategy

We carried out a comprehensive review of our current work, which informed the content of our new strategy. The revised strategy is based on a review of all forms of homelessness within Spelthorne. This is called a Homelessness Review.

The purpose of a Homelessness Review is to establish the extent of homelessness in Spelthorne and identify future trends and any gaps in the service currently being provided. To achieve this, the review assessed:

  • the levels and likely future levels of homelessness in the borough
  • activities that are carried out which prevent homelessness, secure accommodation for homeless people and provide support to people who are or may become homeless
  • resources available to carry out these activities

Housing, Homelessness and Rough Sleeping Strategy Outcomes

After considering all the feedback from our stakeholders and residents, we have reached three priorities to prevent and tackle homelessness and rough sleeping in Spelthorne.

These three priorities are:

  • Partnership working: A multi-agency approach to tackling homelessness
  • identifying opportunities to address housing need
  • proactive homelessness prevention and an effective service response

A more detailed action plan is incorporated into the strategy which proposes how we aim to achieve these priorities. It's important to note that the completion date for actions may change depending on operational requirements.

Local Government Reorganisation

Most of the creation and consultation of the strategy was undertaken prior to the Government's devolution and reorganisation proposals. The strategy and action plan has been produced on a business as usual basis. The Council recognises that during the five year period, responsibility for taking the strategy forward would pass across to the successor unitary Council. The Council will look to engage with the Shadow Authority to seek to ensure that the strategy is taken on by the new body.
