Heathrow's Consultation 2 and Spelthorne's Response

Heathrow's second consultation sought views on the proposals for the future layout of the airport, that is, the preferred masterplan for the expansion.  The consultation ran from 18 June to 13 September 2019. The feedback is being reviewed and will be used to develop their emerging proposals.

Economic Regulation of Capacity Expansion Consultation and Spelthorne's Response

Following the Civil Aviation Authority's previous consultations in June and December 2017 and April and October 2018 on the regulatory framework to support capacity expansion at Heathrow, the Council was consulted further for its views on the development of the regulatory framework. The consultation ran from 29 March 2019 to 24 May 2019.

Airspace and Future Operations Consultation and Spelthorne's Response

Heathrow ran an eight-week 'Airspace and Future Operations' consultation between 8 January and 4 March asking for feedback on possible changes to flight paths, night flights and runway operations. The consultation looked at options for both for the existing two runways and how an expanded Heathrow with three runways could operate in the future.

CAP 1722 - Economic regulation of capacity expansion at Heathrow: policy update and consultation and our response.

The CAA consulted the Council again in October 2018 on the regulatory framework to support capacity expansion at Heathrow Airport. It consulted further on the development framework and invited us to comment by 4 January 2019.

 

Independent Parallel Approaches - IPA - Design Principle Engagement - Discussion Guide and our response

In October 2018, HAL sought the Council's feedback on its IPA design principles and how they should be prioritised to ensure that they consider a wide range of views from all the stakeholder groups they were engaging with.

 

Draft Airspace Modernisation Strategy Consultation and our response

The Civil Aviation Authority sought the Council's views on Heathrow's new draft Airspace Modernisation Strategy which will replace its 2011 Future Airspace Strategy (FAS). The Council was required to respond to six questions on the approach and initiatives Heathrow set out as its primary ways to deliver the modernisation strategy  before it is finalised and delivered to the Secretary of State in December 2018.

The comments were to be submitted before 10 September 2018.

 

Heathrow Expansion Stage 1a Define - Design Principles and Spelthorne's response

Heathrow's first airspace consultation ran from January to March 2018 and resulted in the establishment of an extensive list of potential principles. Therefore, for HAL to streamline these principles into key airspace design principles to submit to Civil Aviation Authority, it sought the Council's further input to help identify any principle that might be missing and gather views on the overall prioritisation of the principles in July 2018.

Following the Civil Aviation Authority's previous consultations in June and December 2017 on the regulatory framework to support capacity expansion at Heathrow, the Council was consulted further for their views on the development of the regulatory framework. The consultation ended by 29 June 2018.

Heathrow Expansion EIA Scoping Report and Spelthorne's Scoping Opinion Response

The Planning Inspectorate (PINs) received a scoping request from Heathrow Airport Limited (HAL) on the 21 May 2018. Before PINs could provide an opinion on the scope and level of detail of the information to be provided in HALs environmental statement to be submitted with the application for a Development Consent Order (DCO), it sought the Council's view on Heathrow's Airport Expansion Environmental Impact Assessment (EIA) Scoping Report by 19 June 2018, a statutory date which could not be extended.

Draft Noise Action Plan and Spelthorne's Response

Heathrow's draft Noise Action Plan (NAP) sets out how it is planning to manage and reduce the impacts of aircraft noise over the next five-year period (2019 - 2023). The NAP contains draft actions that Heathrow is proposing to carry out to manage ground and air noise for local communities.

The consultation was opened for six weeks from 16 May to 26 June 2018.

Heathrow's Consultation 1 and Spelthorne's Response

Heathrow's first consultation sought views on the airport's emerging proposals in terms what the expanded airport could look like and how it might operate, and how Spelthorne might best mitigate the potential impacts, including proposals for compensation and noise insulation. The consultation ran from 17 January 2018 - 28 March 2018. The feedback is being reviewed and will be used to develop their emerging proposals.
