Personal licences

Applicants are strongly urged to complete online applications as the default position. Post is not being opened as frequently, therefore applications posted to us may not be received or considered promptly. Anyone who plans to sell or supply alcohol or authorise the sale of alcohol must apply for a Personal Licence.

Pay Online

Please select 'Other payments'. This brings up a drop-down menu and you need to select 'Environmental Health', you get another drop-down menu and you need to select 'personal licence' You will need to enter the fee manually which is £37 for a new personal licence application and £10.50 for a replacement.  

In order to apply, you must be aged 18 or over and (in almost all cases) hold a licensing qualification.

If you are applying for a personal licence, you must obtain an accredited qualification first. The aim of the qualification is to ensure that licence holders are aware of licensing law and the wider social responsibilities involved in the sale of alcohol.

You will also need to declare any relevant criminal convictions and provide a basic criminal conviction disclosure form. This can be obtained online from www.gov.uk

For a new personal licence, you will need to submit the following:

• application form for a new personal licence (pdf, 153.1 KB)

• disclosure of convictions and declaration (docx, 79.89 KB)

• the correct fee of £37
• your original qualification certificate
• two passport photographs, one of which must be endorsed on the back as a true likeness
• a criminal records disclosure which is no more than 28 days (four weeks) old
• a scanned copy of a document demonstrating your entitlement to work in the UK. View the list of documents you can use

Please note that if there are any relevant offences, we will have to share this information with the police and the Home Office (Immigration Enforcement). 

Please also note that your right to work in the UK will be checked as part of your licensing application and this could involve us checking your immigration status.

If there are relevant offences, the police can make a representation against the application on crime prevention grounds. If the police make a representation then there will be a hearing of the application as described above.

Similarly, if there are relevant immigration offences or penalties, the Home Office (Immigration Enforcement) can serve the licensing authority with an immigration objection notice. If an immigration objection notice is received then there will be a hearing of the application as described above.

If you change your address you need to:

• write to the licensing team giving your name, licence number, your new address and contact telephone numbers
• pay the statutory fee of £10.50
• return both your licence badge and paper counterpart

If you lose either your paper licence or the photo ID card you need to:

• write to the licensing team saying that you have lost your licence and which part you have lost
• give your name, licence number, your address and contact telephone numbers
• pay the statutory fee of £10.50

The Government abolished the need to renew personal licences under the Licensing Act 2003 in April 2015. There is no need to renew a personal licence even though it will have an expiry date if it was issued prior to April 2015.
