Parking is subject to the provisions of the Spelthorne Borough Council (Off Street Parking Places) Order 2016 a copy of which may be inspected at the Council Offices. Brief details of the general provisions are as follows:
- A season ticket will only be allocated to employees of Staines-upon-Thames for use in Elmsleigh Surface and Multi Storey, Kingston Road or Bridge Street car park
- A season ticket for railway users can be allocated in Kingston Road car park
- A valid season ticket, issued by Parking Services, must be clearly displayed on the front of the vehicle left in the car park during charging hours
- Failure to display the season ticket will result in a penalty charge being issued. Payment of the penalty charge must be made to PO Box 290, Council Offices, Knowle Green, Staines-upon-Thames TW18 1XB
- An administration charge of £14 will be issued for replacing any lost/stolen season tickets
- A season ticket must be returned to Parking Services for any amendments to the permit (i.e. new vehicle details, name change), before a new season ticket can be issued. An administration fee of £14 will apply.
- Season ticket holders may have up to 2 registration numbers listed on the permit. Only one copy of the season ticket will be issued and only one of the vehicles may be parked at a time displaying the original permit in the vehicle. Photocopies are not acceptable.
- Refunds for season tickets will only be paid for a full month i.e. person leaves 15/02/2018 refund from 01/03/2018
- Parking outside or across parking bay markings will result in a penalty charge being issued
- Only one vehicle may occupy any one parking space and it must be parked wholly within the parking space
- No vehicle may exceed 18ft, trailers require a separate valid pay on foot ticket
- Vehicles must be taxed and insured
- The car park shall be used only as a car park for the parking of vehicles and for no other purpose
- Persons using the car park shall be of good behaviour and shall not cause a breach of the peace
- Sleeping, camping, cooking are prohibited
- No work to be carried out on any vehicle other than is reasonably necessary to enable that vehicle to depart from the car park
- All persons shall observe official signs and surface markings in the car park
- Use of the car park is at the owner's and driver's risk. The Council accepts no liability for any loss or damage howsoever caused either to a vehicle or its contents
- The Council reserves the right to remove any vehicle in an emergency and to dispose of any vehicle that appears to have been abandoned
