Successful prosecutions for PSPO violations in Stanwell Moor and Stanwell

Spelthorne Borough Council has successfully secured its first prosecutions of four individuals for failing to comply with the misuse of Public Land Public Space Protection Order (PSPO) that was introduced in May 2024 to address ongoing concerns around the misuse of public spaces. 

On Tuesday 25 February 2025, four cases were heard at Staines Magistrates' Court, each involving private hire drivers who were found parked within the exclusion area set up by the PSPO in Stanwell Moor and parts of Stanwell.

All four defendants were given the opportunity to discharge their liability through a £100 Fixed Penalty Notice (FPN) but chose not to do so.

Spelthorne Borough Council proceeded with prosecutions in each case, resulting in successful convictions.

As a result, all four defendants were issued with a criminal record and ordered to pay a fine and costs totalling £1000 each.

The Council's Joint Enforcement Team is authorised to issue Fixed Penalty Notices and pursue prosecutions for breaches of the PSPO.

Spelthorne Borough Council remains committed to enforcing the PSPO to ensure the proper use of public land and maintain the quality of life for residents.The Council will not hesitate to take action where violations occur and urges everyone to comply with the order to avoid prosecution.
