Actions from the last meeting (Feb 2024)
- There have been features in the Spring and Summer Borough Bulletin to promote the work of the Planning Enforcement Team
- The damage to the grass and bench in Stanwell Recreation Ground following the illegal encampment has now been rectified
- The Enforcement Team are in regular liaison with `Connect Plus' (contractors for Highways Agency) regarding the cones and signs left behind on the highways near Stanwell Moor, although we understand that it still continues to be a problem
- Community Toilet Scheme - The Neighbourhood Services and Environment Committee discussed a community toilet scheme on 21/03/24. It was agreed that officers would further look at what toilet facilities were open to general members of the public in the vicinity of train stations. A community toilet scheme has a cost and the committee did not wish to move this option forward at this time. Transport For London are considering their options for providing rest facilities for their staff in Sunbury Park as drivers are using the area as a toilet. TFL are liaising with the Spelthorne Asset Team.

Theme for next Meeting
Surrey County Council Highways or the Environment Agency were the most popular requests. Action - SBC will firstly contact SCC Highways to ask them to attend to discuss pot holes and pathways.
Inspector Matthew Walton - Policing in Spelthorne
Action all - Inspector Walton encouraged members of the public to report all incidents via the various methods (attached). He is hoping that they will also get an Instagram site soon. Residents commented that phone numbers are still important for those not online. Inspector Walton stated that it was ok for residents to report shoplifting even if the company didn't. Specific funding has been received for Staines and Sunbury Cross because crime statistics have identified that they are areas of concern.
There doesn't seem to be much enforcement re e bikes and e scooters. There is generally a gathering of e-bike riders at the top of Staines High Street. E-scooters are also regularly seen on the roads and footpaths. Inspector Walton mentioned that the scooter trials in neighbouring areas has resulted in confusion, as some members of the public think scooters on the roads are legal. Action - Inspector Walton will ask the town centre officers to look out for electric bikes/scooters on Staines High Street.
Surrey County Council
- Cllr Turner-Stewart mentioned that SBC and SCC need to work together to sync in street cleaning and grass cutting. Action Cllr Turner-Stewart and SBC to liaise.
- Cycling on Staines High Street is a safety hazard. Action - SCC Highways to provide details of the traffic order.
- The cycle path on station path (nearest the High Street) is unusable due to vegetation from both the Network Rail land and the land between the footpath and cycle path (The central reservation). The appearance of the central reservation has deteriorated since SCC took over grass cutting. Action Surrey CC - Cllr Mooney will address this. Cllr Mooney mentioned that Network Rail also have a good website to log problems such as overgrown vegetation. Please see link Support Home Page (custhelp.com)
- There is no provision for children with Special Educational Needs for short breaks/child care in Spelthorne. This was raised with Surrey a while ago, but no change as yet. Action - Surrey CC - Cllr Attewell said that Surrey CC are aware of this issue and Cllr Curran is addressing this next year.
- The footpath that leads from Woodthorpe Road near to Ferndale Road is very over-grown. Action - Surrey CC - Cllr Turner Stewart will report this.
- The Consultation process regarding the plan to make Commercial Road no entry from Laleham Road, Staines was poor. Action - Surrey CC - Cllr Mooney will be speaking with residents about this.
- There are numerous old road work signs that don't get collected around the Borough/County Action - County Cllrs to continue to address.
- Please could a right turn be considered at the junction of Kingston Road and Staines High Street? Action - Surrey CC - Cllr Mooney will work with residents re this
- The line markings on Sunbury Cross roundabout have disappeared. Cllr Bopari said that they are due to be repainted in the financial year 25/26. Residents felt that this was too long to wait as it was a hazard. Surrey have recently allocated 1.9 million to street marking. Action Surrey County Council - Cllr Turner Stewart and Cllr Bopari.
Actions for SBC
- Discarded signs on the National Highway Action - SBC Officers - to continue to liaise with `Connect Plus' (contractor National Highways)
- Complaint re lorries turning at speed within the village - Action SBC Cllr Beatty and SCC Cllr Evans to liaise with Moureen.
- The Public Space protection Order is in place and vehicles being ticketed by the Joint Enforcement Team. More Public Space protection Order Signs are required in Stanwell Moor - Action - SBC JET team
